Some of the provisional veterinary surgeons have been denied the right of surrender of earned leave. They can surrender 15 days of EL per year either as EL surrender during their service, ie after completing six months of service or as terminal surrender on termination of service. Kindly post ur  experience, provisional vets, it can easily be corrected, somewhere some misunderstanding has happened.
